Pakistan State Oil Company Ltd is the leading Oil Marketing Company in Pakistan and operates the largest network of fuel stations with Cards Facility nation-wide. PSO continues to be the leader in fuel-based cards segment, operating one of the largest cards programs in the plastic cards industry.

PSO would like to invite bids from reputed public and private limited companies that have 5 years of experience in operating an end-to- end Credit & Debit cards solution and providing services to the Banking Industry. The existing electronic payment cards solution should have the capability to support chip-based cards.

The front-end and back-end services and systems for the complete Cards’ business operations shall include but are not limited to the following areas:

Scope of Project (Problem Statement)

TFGroup is required to provide complete hosted and managed services for PSO Cards Business via an end to end (both Front end and Back end) one window turnkey Cards Business Solution for a period of five (5) years, extendable to an additional one (1) year; including integration with Oracle E-Business suite for complete financial management.

TFGroup needs to provide personalized chip cards for PSO Cards Business TFG shall ensure smooth migration of existing business without any discontinuity of operations. The offered Cards business solution shall ensure security against external threats like network attacks, counterfeiting etc.

Solution Given:

A. Complete Issuance System:

i. Account management system ii. Instrument (Card) Issuance management system

B. Switching System: Multi-application integration and transaction switching middleware with built-in, native interface for offered issuance and acceptance systems and HSM.

C. Transaction Acceptance System:
i. POS controller ii. Network Access Controller iii. POS-Terminals

D. Interaction Management System:
i. Customer portal ii. Merchant Portal iii. Contact center portal and telephony

E. Hardware Security Modules (HSMs) are required for digital key storage, authentication and crypto-processing.

F. External interfaces shall be maintained for PSO’s Oracle E-Business Suites and integration with financial institutions.

G. Primary and equivalent Hot DR site is required for entire infrastructure with guaranteed 100% availability, preferably in another city.
